新闻出版标准与新闻出版法规体系的协调发展是适应WTO/TBT的需要,是市场经济的内在要求,而技术的快速发展也使得新闻出版法规迫切需要通过引用标准以提高其技术性和适应性。新闻出版标准与新闻出版法规在为新闻出版行业的发展创造良好的竞争环境和运行秩序方面具有公共目的一致性。这使得新闻出版标准与新闻出版法规体系在协调发展、构建良好互动关系上成为可能。新闻出版标准与新闻出版法规体系的协调发展需要逐步完善以下几个方面的基础条件:完善新闻出版标准化工作机制、立法应充分重视对相关标准的采用、提高标准自身的市场适应性、建立立法机构与标准机构的联系机制、建立新闻出版业合格评定制度。
