随着我国社会转型和单位制的松动,社会结构、人们生活方式、思想意识以及行为方式的不断变化,城乡居民对社会管理及公共服务供给的需求也越来越高。舟山市从2008年起创新出新型社会管理模式“网格化管理、组团式服务”。该创新通过将城乡划分为网格、运用数字化平台、变管理为服务等方式,不但使基层行政管理的工作方式发生了根本性变化,密切了干群关系,促进了基层政府职能转变,也解决了群众许多实际问题。然而,这一新型社会管理创新仍然存在着一些深层次问题,有待完善。
