关贸总协定的全称是关税及贸易总协定(即GATT—General Agreement On Tariffsand Trade).它是政府间缔结的为降低关税(即海关根据国家制订公布的海关税则对进出其关境的物品所征收的税)、减少贸易壁垒的有关关税和贸易政策的多边国际协定.1947年10月30日由美、英、法等23国首次在日内瓦签订总协定,以后多次修订,目前缔约国已增至104个.关贸总协定是目前国际上唯一权威的国际经济贸易多边协定,是各缔约国之间进行外贸、制定对外贸易政策的准绳.目前缔约国之间的贸易额已占世界贸易总额的90%左右,故有经济“联合国”之称.
