随着社会主义市场经济体制的逐步建立和完善,人们的就业观念有了很大转变,市场就业机制基本形成,就业市场越来越显示出巨大的活力,但是,目前县级就业市场“三足鼎立”的局面制约了就业市场作用的发挥,为此,必须尽快形成统一规范的县级就业市场。一、县级就业市场的现状。目前,县级就业市场分属劳动保障、人事两家管理,呈“双轨”制运行。 1.劳动保障局管理的两处。①劳动力(城镇)市场,由劳动保障局所属的劳动服务公司管理。②农村劳动力市场,由劳动保障局所属的劳动协作公司管理。 2.人事局管理的人才交流市场,由人事局所属的人才交流中心管理。由于县级就业规模普遍较小,如沂水县是一个111万人口的大县,每年通过劳动保障、人事所属的“就业市场”介绍就业的人员
