随着国有企业改革的深化,社会保障制度改革与建设步伐明显加快,我国初步建立起了独立于企业事业单位之外、资金来源多元化、保障制度规范化、管理服务社会化的适应市场经济体制的社会保障基本制度。这一制度覆盖了大多数城镇职工和离退休人员,而且在城镇普遍建立了居民最低生活保障制度。从某中意义上说,现阶段城镇居民的社会保障制度建设已经达到了一定规模,且取得了一定的成效,但农村居民的社会保障制度却相对落后很多,这与我国现阶段城乡劳动力市场由原先的“二元”分割转向现在的统一趋势是不相一致的。为此,本文就构建城乡和谐的社会保障制度与促进就业的关系进行初浅探讨。
With the deepening of the reform of state-owned enterprises, the pace of reform and construction of the social security system has accelerated noticeably. This system covers most of the urban workers and retired staff, and in urban areas has generally established a minimum living allowance system for residents. In a certain sense, the social security system for urban residents has reached a certain scale at this stage and some achievements have been made. However, the social security system for rural residents is relatively backward. This is in line with China’s urban and rural labor market The original “dualistic” division turned to the current unification trend is inconsistent. To this end, this article discusses the relationship between building a harmonious social security system in urban and rural areas and promoting employment.
