一、问题的提出党的十三届五中全会决定:“重要消费品领域要把批发环节掌握在国营商业和供销社手里,发挥它们的主渠道作用。”我们最近到浙江省黄岩市路桥小商品市场进行了深入调查,那里的情况是:个体商贩不仅大量经营国家计划商品,而且步步进逼,已经发展到开始左右整个批发市场,而国营商业和供销社却无能为力,难以抵挡,某些商品业已被迫退出原来的经营阵地。这个情况如果让它发展下去,势必严重破坏国营商业和供销社的主渠道作用。个体户为什么能左右国家计划商品批发市场呢?这个问题值得深思。希望有关部门的领导、专家、学者和关心市场的同志们都来看看问题的症结究竟在哪里?
I. Proposals The Fifth Plenary Session of the Thirteenth Central Committee of the Party decided that “the key areas of consumer goods should be controlled by the state-run commercial and supply and marketing cooperatives and play their role as the main channel.” We recently visited Huangyan City, Zhejiang Province, Luqiao and small commodities. The market conducted an in-depth investigation. The situation was that individual traders not only managed a large number of state-planned goods, but they also took steps to develop and began to control the entire wholesale market. The state-owned commercial and supply and marketing cooperatives were powerless and could not resist certain goods. It has been forced out of its original operating position. If this situation is allowed to continue, it will inevitably seriously undermine the main channel of state-run commercial and supply and marketing cooperatives. Why can self-employed people control the national wholesale market? This question deserves deep thinking. We hope that leaders, experts, scholars, and comrades who care about the market will all come to see where the crux of the problem is.
