本文针对目前公路部门由于组织结构和管理机制上的不完善 ,而致使设备竞相重复投入 ,设备整体实力不高 ,投资利用效果低下 ,投资风险增大的现状 ,提出必须从根本上完善设备管理机制 ,对大中型设备及不常用的专用设备 ,在各地 (市 )公路部门范围内 ,成立专门单位对其实施集中管理 ,实行统一调度、租赁服务 ,一头投入 ,以实现设备优化配置 ,提高规模质量和整体经济效益 ,确保设备资金保值、增值。
