日前,交通运输部公布《沿海涉水工程辅助船舶安全监督管理暂行规定》的征求意见稿。征求意见稿提出,除受水文地理条件和施工方式与工艺限制必须使用内河船舶外,凡沿海涉水工程建设应优先使用海船,以保证沿海涉水工程辅助船舶的安全。征求意见稿还指出,凡在我国沿海水域内从事采砂、运砂(泥)、吹砂(泥)、砂石料转驳、堆放设备和物料等工程辅助作业的船舶,应符合沿海涉水工程水域航行、停泊、作业
Recently, the Ministry of Transport promulgated the draft of the Provisional Regulations on Safety Supervision and Management of Auxiliary Ships Related to Coastal Wading Engineering. The draft put forward that besides the limitation of hydro-geographical conditions and construction methods and techniques, inland vessels must be used. Where coastal wading projects are to be constructed, priority should be given to the use of seagoing vessels so as to ensure the safety of coastal wading auxiliary ships.
