《中国共产党党内法规和规范性文件备案规定》第15条规定,省、自治区、直辖市党委应当依照本规定精神建立相应的备案制度,按照下备一级原则开展备案工作。根据这一规定,党内规范性文件实行下备一级备案体制。下备一级备案体制,是指党的上一级组织对其所属工作机构和下一级组织制定的规范性文件进行备案的逐级备案体制,而不是对所有下级组织制定的 Article 15 of the “Provisions on the Filing of Laws and Normative Documents for the Communist Party of China” stipulates that the party committees of provinces, autonomous regions and municipalities directly under the Central Government shall establish a corresponding filing system in accordance with the spirit of these Provisions and carry out the filing in accordance with the principle of one reserve. According to this provision, the standard documents in the Party have a reserve filing system.
