一、贫困状况及原因分析 摆省乡是全省100个一类贫困乡之一，是一个边远、贫困的少数民族山乡，辖13个行政村、73个村民组，2313户，11610人(其中少数民族人口占84．2％，苗族人口占少数民族人口的91％)。全乡耕地面积5805亩。
