根据日前正式公布的《国务院关于第六批取消和调整行政审批项目的决定》,农药广告审批权由农业部或省级人民政府农业行政部门下放至省级人民政府农业行政部门。应该说,这是一项正确的决定,但还不够彻底。笔者建议,农药广告审批权还应进一步下放至市、县两级农业行政主管部门。多年来,市以下媒体尤其是县级广播、电视台、报纸发布的农药广告,存在许多问题,绝大多数未取得广告审查批准文号。主要原因有3个方面:一是基层农药经营单位一般不会到省里甚至部里报批农药广告,主要是效率低、成本高、费时间;二是市、有创收任务,一般不大过多审查广告内容;三是无论农;
