为贯彻第三次全国教育工作会议精神，以培养学生的创新精神和实践能力为重点，全面推进素质教育，《人民教育》编辑部与重庆市创新学习研究中心联合从今年元月起举办了“创新学习与21世纪的中小学教师”征文。征文活动引起广大中小学教师和教育科研人员的关注。为使征文活动达到预期的目的，希望广大中小学教师和教育科研人员按照“征文启事”（2001年第1期）要求，尤其是在进一步探索、完善“创新学习”的理论方面发表真知灼见。
In order to implement the spirit of the Third National Conference on Education Work and focus on cultivating students’ innovative spirit and practical ability, we have promoted quality education in an all-round way. The “People’s Education” editorial team and the Chongqing Innovation Learning Research Center have organized a joint event starting in January this year." Innovative Learning and Primary and Secondary School Teachers’ Essay in the 21st Century. The essay-raising activities have aroused the attention of teachers and educational researchers in primary and secondary schools. In order for the essay activity to achieve its intended purpose, it is hoped that the majority of teachers and education teachers and researchers will publish insights based on the requirements of the “Call for Papers” (No. 1 in 2001), and in particular to further explore and perfect the theory of “innovative learning”.
