20世纪初以来,王府井大街117号这个不大的四合院,作为言论机关——报馆的所在地,留下了近代百年风云激荡的先声。第一份铅印邸报在这里诞生1907年6月,慈禧批准御史赵炳麟建议,委派庆亲王奕劻筹办《政治官报》,光绪帝题写了报名,由政治考察馆(1905年设,军机处五大臣管理,1911年废)主办。据笔者推断,政治考察馆与印铸局很可能是两块牌子一套人马,都在王府井大街117号办公。陈庆余先生于1913年出生在小甜水井胡
