一、医院综合改革的历程和成果上海的医院综合改革起步于十一届三中全会之后,十年来经历了探索、发展、治理整顿等三个阶段,通过对办医形式、卫生体制、分配制度、内部管理、医疗收费等方面的改革,取得了三项基本成果。一是改革的初步目标基本达到;二是医院内部管理改革的措施基本出台;三是医院职工对综合改革的心理承受力已基本具备。 I. History and Achievements of Comprehensive Hospital Reform Shanghai’s hospital comprehensive reform started at the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China. During the past ten years, it has experienced three stages: exploration, development, and rectification. It has passed the form of medical treatment, health system, and distribution system. Reforms in internal management, medical fees, and other aspects have achieved three basic results. First, the initial goal of reform has basically been achieved; second, the measures for internal hospital management reform have basically been introduced; and thirdly, the hospital employees have basically had the psychological endurance for comprehensive reform.
