成都市阀门厂抓住成都市国企改革政策的机遇,于1998年5月向市政府提出了企业改制的申请。经批准,他们结合工厂的实际情况,进行了艰苦的工作,于1999年9月正式挂牌成立了成都乘风阀门有限责任公司,完成了企业的改制。成都阀门厂的改制核心,是企业经营管理者和职工出资,以参股的方式成为企业的新主人。为了使全厂职工从思想上认识企业改制的意义,职工在改制行动上作到一致配合,企业改制领导小组始终坚持真心实意地相信群众,依靠群众。为了既让职工关注,更让职工参与,反复向职工宣传,坚持做到三个讲清。一是讲清改制
