一、前言汽车运输的定额管理是交通部门开展汽车节能工作的一项重要技术措施。汽车燃耗所需费用占汽车运输成本总额的1/3,因此,制定先进合理、切实可行的汽车燃耗定额,一直是汽车运输部门的主要课题。目前各省、市(自治区)的交通运输部门,都制定了有统一要求的汽车燃耗定额。我们对23个省、市、地区汽车运输部门做过统计,其中30%是采用地区划片,不分线路,同一地区执行同一的燃耗定额,这就给汽车节能工作的开展带来一定的困难。同一地区、不同线路的路面等级、交通情况等影响汽车燃耗的因素不同,执行同一的燃耗定额显然是不合理的。它不利于调动汽车驾驶员节约燃料的积极性,影响节能工作向更高水平发展。
I. Preface The quota management of motor transport is an important technical measure for the transport sector to carry out energy saving work in automobiles. The cost of car fuel consumption accounts for 1/3 of the total cost of car transportation, therefore, to formulate an advanced, reasonable and practicable car fuel consumption quota has been a major issue in the automobile transport sector. At present, the transportation departments of all provinces and municipalities (autonomous regions) have set fixed fuel consumption quotas that have unified requirements. We have done statistics on the transportation departments of 23 provinces, cities and regions. About 30% of them use regional scribing, regardless of routes, and implement the same fuel consumption quota in the same area, which will bring a certain amount of energy-saving work to the automobile difficult. In the same area, different lines of the road surface, traffic conditions and other factors that affect the fuel consumption of different cars, the implementation of the same fuel consumption quota is clearly unreasonable. It is not conducive to mobilize the enthusiasm of car drivers to save fuel, affecting energy-saving work to a higher level.
