习近平指出,“实现派驻全覆盖,就是要使党内监督不留死角、没有空白。”只有把中央和国家机关38万党员管好了,才能起到一个良好的示范作用。党的十八大以来,中央纪委正不断完善党内监督制度,态度坚决、立行立改,成效明显。深化派驻改革,实现派驻全覆盖,就是通过组织制度创新,强化监督职能,真正发挥派驻机构的作用。我们注意到,作为党内监督的轻骑兵,派驻机构正在逐步体现“派”的权威和“驻”的优势。
Xi Jinping pointed out: “To achieve full coverage is to keep inner-party supervision intact and there is no gap.” Only by handing over the 380,000 party members of the central and state organs can we play a good exemplary role. Since the 18th CPC National Congress, the Central Commission for Discipline Inspection is constantly improving the system of inner-party supervision. Its attitude is resolute and it has achieved remarkable results in its legislative reform. Deepening the dispatching of reform and achieving the full coverage of stations means that the functions of the stationing agencies should be really exerted through organizing the system innovation and strengthening the oversight functions. We have noticed that as a light cavalry under the supervision of the party, the stationing agencies are gradually embodying the authority of “faction ” and the superiority of “stationing ”.
