湖南省武冈市是全国新增千亿斤粮食生产能力规划确定的核心产区之一、邵阳市农业综合开发规划建设100万亩粮食主产区核心县(市)。2007年以来,武冈市以整合资金规模开发为手段,以建设粮食生产核心区和主导产业集约区为目标,以农业综合开发项目区为平台,坚持统一组织领导、统一规划布局、统一建设标准、统一检查验收、统一奖罚措施,由市农业综合开发办牵头,16个涉农单位参与,先后连续3年实施了规模开发,连续2年实施高标准农田建设工程项目,共整合小农水、商品粮、现代农业等涉农资金2.98亿元,建成高标准示范农田12万亩,在支农资金整合方面探索出了新路子,取得了新成效。
