收入《美国史论文集(1981—1983)》的邓蜀生先生的《美国联邦主义的历史演变》一文,是一篇好文章,我不只自己喜欢读,而且还时常向热衷于美国史学习的学生推荐。不过,邓先生在这篇文章中所持的一个观点,我却不大赞同。邓先生认为,在1832—1833年关税和州权危机中,“以坚决维护联邦统一,反对极端州权主义者的分裂和分离行动而在美国历史上赢得重要地位”的美国第七届总统安德鲁·杰克逊,“本人是不同意保护关税法的”,“他反对对南部不利的保护关税率”。①我认为邓先生的上述看法有失斟酌,实在是“冤枉”了杰克逊。
The article entitled “The Historical Evolution of American Federalism,” by Mr. Deng Shu-sheng, who collected the Proceedings of the American History (1981-1983), is a good essay. Not only do I like to read, but I also often recommend to students interested in American history . However, Mr Deng’s point of view in this article, I do not agree. Mr. Deng argues that in the crisis of tariffs and states between 1832 and 1833, the seventh President Andrew of the United States “has taken an important position in the history of the United States by resolutely safeguarding federal unification and opposing the separatist and separatist actions of extreme state-rightists” Jackson, “I do not agree with the protection of customs law,” “he opposed the negative tariff protection rate in the south.” ① In my opinion, Mr Deng’s dismissal of the above-mentioned view is actually “wronged” by Jackson.
