一、引言随着电子、通讯、遥感、信息和空间技术等的重大突破和发展以及这些新技术的广泛应用,当今社会正在酝酿一场新的技术革命,即信息革命。这场新技术革命所造成的主要结果是使现在的工业社会向信息社会过渡。信息技术和信息网络相结合将使人们有可能适时地、低成本地获得任何所需的知识。现在,以电子计算机、信息网络和信息库为中心进行知识情报和信息产品的生产和分配已成为发达国家一个非常重要的趋向。
I. INTRODUCTION With the major breakthroughs and developments in electronics, communications, remote sensing, information and space technology, and the extensive application of these new technologies, a new technological revolution, namely the information revolution, is brewing in our society today. The main result of this new technological revolution is the transition of the present industrial society to the information society. The combination of information technology and information networks will make it possible to obtain any needed knowledge in a timely and cost-effective manner. Nowadays, the production and distribution of knowledge intelligence and information products centering on electronic computers, information networks and information banks have become a very important trend for developed countries.
