灌溉面积减少是近几年来农田水利工作中大家都很关注的问题,山西省水利厅组织有关单位,历时一年对52个万亩以上自流灌区进行了调查。本文根据调查资料,对灌溉面积及灌溉亩次下降的原因,从农田供水量减少、灌溉工程老化失修、管理水平下降及水利投资减少几方面进行了分析。针对山西的情况,提出了恢复水地面积、提高灌溉效益的五项对策和措施,并对恢复水地面积工程措施的经济效益进行了分析计算,其结果为:按规划实施后,年可增加水利净效益1.51亿元,三年可收回全部投资,益本比达4.6。
The reduction of irrigated area is a problem that everyone is concerned about in farmland water conservancy work in recent years. Shanxi Water Resources Department organized relevant units and conducted a survey on 52 self-flowing irrigated areas of over 10,000 mu for one year. Based on the survey data, the paper analyzes the reason of the decrease of irrigated area and irrigated acreage, from the reduction of farmland water supply, the aging of irrigation project, the decline of management level and the decrease of water conservancy investment. According to the situation in Shanxi Province, five measures and measures for restoring the water area and improving the irrigation benefit are put forward. The economic benefits of the engineering measures for the restoration of the water area are analyzed and calculated. The results are as follows: Water net benefit of 151 million yuan, three years to recover all the investment, the benefit ratio of 4.6.
