采用问卷调查方法对公立高职院校管理现状进行了调研,结果发现存在以下突出问题:公立高职院校法人地位未能很好地落实,依法治教(校)意识薄弱,人治严重,制定、实施高职院校章程流于形式,学术权力与行政权力关系不甚协调,教职工代表大会未能发挥应有的作用,企业未能深度参与高职院校办学等。提出以下改革建议:落实高职院校法人地位,扩大高职院校办学自主权;增强依法治教(校)的意识,制定、实施高职院校章程;明确划分各项权力的边界,切实发挥学术权力的作用;加快高职院校人事改革,建立健全高职院校人事制度;推动行业企业参与管理,强化教职工代表大会的监督职能。
The results of questionnaire survey on the management status of public higher vocational colleges show that there are some prominent problems as follows: the status of legal person in public higher vocational colleges is not well implemented; the awareness of administering schools according to law is weak; , The implementation of the regulations of higher vocational colleges went as a formality, the relationship between academic power and administrative power was not well coordinated, the faculty representative conference failed to play its due role, and the enterprises failed to deeply participate in the running of higher vocational colleges.
