随着科技进步和知识经济的发展,知识产权问题已日益受到国际社会的高度关注。世界经济发展的轨迹已经表明,任何国家要想在世界市场经济竞争中占据有利地位,都必须走科技强国和知识产权强国的发展道路。近年来,中国政府也不断加强了在知识产权工作方面的投入,加强知识产权工作已成为中国政府推动经济社会发展的重要战略举措之一。海关作为国家进出关境的监督管理机关,是国家知识产权保护体系中的重要环节。中国海关知识产权保护十几年的执法实践表明,只有不断完善和加强海关的知识产权保护工作,才能有效地提高中国知识产权保护的整体水平。随着中国对外贸易经济的不断发展,海关知产权保护工作面临的形势也发生了很大的变化。如何适应新的形势,不断加强知识产权保护工作的能力,是中国海关当前面临的一个重要课题。
With the progress of science and technology and the development of knowledge economy, the issue of intellectual property has drawn increasing attention from the international community. The trajectory of world economic development has shown that if any country wants to occupy a favorable position in the world market economy competition, it must take the path of development of a technological power and an intellectual property power. In recent years, the Chinese government has also continuously strengthened its investment in intellectual property work. Strengthening intellectual property work has become one of the important strategic initiatives of the Chinese government in promoting economic and social development. Customs, as the regulatory authority for the entry and exit of Customs into the country, is an important part of the national intellectual property protection system. The law enforcement practice of China’s customs protection of intellectual property for more than a decade shows that only by constantly improving and strengthening the protection of the intellectual property of the Customs can the overall level of intellectual property protection in China be effectively enhanced. With the continuous development of China’s foreign trade and economy, the situation facing the customs protection of intellectual property has also undergone great changes. How to adapt to the new situation and constantly strengthen the ability to protect intellectual property rights is an important issue currently facing China’s customs.
