邹家华副总理于1994年12月27日在全国城镇企业职工养老保险制度改革试点工作会议上,代表国务院就贯彻落实中央经济工作会议精神,做好明年的城镇企业职工养老保险制度改革试点工作作了重要讲话。国务委员、国家体改委主任李铁映作了会议总结。邹家华在讲到按照社会主义市场经济体制的要求,建立具有中国特色的养老保险制度时说,按照党的十四届三中全会《决定》精神和国务院的部署,从明年起,要加快城镇企业养老保险制度改革的步伐。进行这项改革,要遵循的首要原则是三中全会提出的实行社会统筹与个人帐户相结合,同时要注意社会保险水平与我国社会生产力水平及各方面的承受能力相适应;公平与效率相结合;权利与义务相统一;政事分开;服务社会化;改革方案要周密设计,精心组织,循序渐进,实现平稳过渡;注意借鉴外国行之有效的经验并吸取其教训。
