各区、县人民政府,市府直属各单位:今年以来,由于美元贬值,日本、南朝鲜、台湾省货币升值,而港元币值相对稳定,出现了大批订货涌到香港,但香港制造业能力和劳力不足、地皮昂贵、工资、工业原料和成品价格大幅度上涨,生产成本增加,不业企业正积极寻找出路,有的急于向内地转移,给国内沿海城市带业了新机遇。为了充分利用这个时机,发挥我市工业基础好,加工能力强,毗邻港澳等优势,使我市对外加工装配业务有一个大的发展,特提出如下意见,望认真贯彻执行: All districts and counties, people’s governments, and municipal directly subordinate units: Since the devaluation of the US dollar this year, the currencies of Japan, South Korea, and Taiwan have appreciated, while the value of the Hong Kong dollar has been relatively stable.
