党的十六大再一次提出了“开拓农村市场,搞活农产品流通,健全农产品市场体系的战略任务。开拓农村市场仍是扩大内需的主要内容,但我个人认为开拓农村市场的重点不是提高农村市场在整个国内消费品市场的比重,最根本的是努力增加农民的现金收入,提高农民人均消费需求水平。本文特就农村消费品市场比重下降的问题、开拓国内消费品市场的战略重点问题、扩大农民非农就业岗位增加农民人均现金收入的问题,进行一些初步探讨。

In the entire domestic consumer goods market, the most fundamental part is to increase the cash income of farmers and increase the per capita consumption level of farmers.This article focuses on the declining share of the rural consumer goods market, the strategic focus on opening up the domestic consumer goods market, and expanding non-agricultural farmers. The employment position has increased the per capita cash income of farmers and conducted some preliminary discussions.
