中级指挥军官作为平时建军治军、战时统兵作战的中坚力量,其素质的高低、能力的强弱直接影响到军事斗争准备的战略问题。选拔听党指挥、服务人民、英勇善战的中级指挥军官队伍,是建设信息化军队、打赢信息化战争对军事人才的需求和各级领导班子建设的需要。体现科学发展观要求的《军队干部选拔任用工作程序规定(试行)》的出台,使中级指挥军官的选拔任用更加科学化、规范化。
As the backbone force for peacetime military operations and military operations in peacetime, mid-level commanding officers have a direct impact on the strategic issues of preparing for military struggle because of their quality, capability and strength. The selection of mid-level commanding officer officers who listen to the party’s command and serve the people and are brave and fought is the need for building an information-based army and winning informationalized war on military personnel and the building of leading bodies at all levels. The promulgation of the Provisions on Working Procedures for the Selection and Appointment of Military Cadres (Trial), which reflect the requirements of the scientific concept of development, have made the selection and appointment of mid-level command officers more scientific and standardized.
