在我国经济发展的新时期,育林基金制度改革的重要性逐步凸显,对于育林基金制度问题和改革方案议题的研究既有理论意义也有现实指导意义。笔者通过对育林基金理论的研究,从发现并分析育林基金制度存在的问题入手,给出了育林基金制度的改革建议,并提出了将育林基金制度改革为造林保证金的展望。
In the new period of economic development in our country, the importance of the reform of the system of the forestation fund is gradually highlighted. The research on the system of the forestation fund and the reform program are of both theoretical and practical significance. Based on the research on the theory of forestation fund, this paper gives some suggestions on how to reform the system of forestation fund from the problems existing in the discovery and analysis of the forestation fund system. The author also puts forward the prospect of reforming the forestation fund system into the forestation deposit fund.
