利用熵值法和层次分析法相结合进行评价指标权重的确定,并用灰色系统对灌区的运行状况进行综合评价。在确定权重时,运用了乘法组合权重方法将主观赋权法(层次分析法)和客观赋权法(熵值法)进行集化。使各灌区的综合评价值尽可能体现评价者的主观经验和灌区的客观情况。以河南省部分灌区为例,运用上述方法对其进行综合排序,结果表明。其排序结果比较切合实际,说明将这种方法运用到灌区综合评价中是切实可行的。
The entropy method and AHP are combined to determine the weight of evaluation index, and the gray system is used to evaluate the operation status of irrigation area. In the determination of weights, the subjective weighting method (analytic hierarchy process) and the objective weighting method (entropy method) are applied by using the combination weight method. So that the integrated evaluation of irrigation districts reflect the subjective experience of assessors and the objective conditions of irrigation districts as much as possible. Taking some irrigated areas in Henan Province as an example, we use the above method to conduct a comprehensive ranking, the result shows. The results are more realistic, indicating that it is practicable to apply this method to the comprehensive evaluation of irrigation districts.
