总参防化指挥工程学院履约事务办公室，是我国履行国际《禁止化学武器公约》的技术保障核心机构，主要承担着国家赋予的参加国际化武履约和销毁处理日本遗弃在华化学武器的重任。 日本在侵华战争中，无视国际公法，悍然组建臭名昭著的“516”生化武器部队。使用化学武器达2000多次，至少造成20多万中国军民中毒伤亡。日本战败投降后，为掩盖其罪恶行径，将至少数十万枚的化学武器秘密就近掩埋地下，或抛于江河，遗弃在中国境内。 自1997年成立以来，履约事务办公室全体同志始终以国家和人民的利益为重，默默战斗在生死考验第一线，用忠诚践行党的先进性要求，铸就了“不畏艰险、顽强拼搏、团结协作、无私奉献”的履约精神，为铲除毒害，净化国土，造福人民，争得国家政治外交斗争的主动权，做出了突出的贡献。
The General Affairs Office of the PLA Anti-Corruption Command College of Engineering is the core mechanism of China’s implementation of the International Convention for the Suppression of Chemical Weapons and mainly undertakes the important task entrusted by the state to take part in the implementation of international chemical weapons and destroy the chemical weapons that Japan abandoned in China.
