基础教育是教育事业的基石,基础教育均衡发展是建设社会主义和谐社会的必然要求,是教育发展到一定阶段必须追求的新境界,也是学习实践科学发展观的具体体现。江西省基础教育发展的不均衡问题有许多原因,要使全省基础教育健康发展就必须采取扶持“弱势”地区和学校,完善教育经费投入机制;扩大优质教育资源,加大中小学的布局调整;推动教育信息化建设,提高江西省各地各校的教育水平;制定优惠政策和措施,引导师资队伍的合理流动;推进素质教育,缩小学生素质发展的差距;实施江西基础教育的“手拉手”行动计划;设立江西基础教育均衡发展基金以及建立江西基础教育均衡发展的政策保障与法规支持体系等措施。
