党的十六届三中全会提出：“规范发展产权交易”、“完善产权法律制度，规范和理顺产权关系，保护各类产权权益。完善市场交易法律制度，保障合同自由和交易安全，维护公平竞争。”2003年11月30日国办转发的《关于规范国有企业改制工作的意见》，把产权交易管理作为健全制度，规范运作的重要内容。2003年12月31日国务院国资委和财政部联合颁布的《企业国有产权转让管理暂行办法》规定，企业国有产权转让应当在依法设立的产权交易机构中公开进行。党和国家加强产权市场的监管、培育，是因为产权交易市场建设对我国经济和社会发展具有重要意义。

Perfecting the legal system of market transactions and guaranteeing contractual freedom and transaction security and safeguarding Fair competition. ”On November 30, 2003, the“ Opinions on Regulating the Restructuring of State-owned Enterprises ”promulgated by the State Council on November 30, 2003 took the management of property rights transactions as an important part of sound system and standardized operation. On December 31, 2003, the Interim Measures for the Administration of State-owned Property Rights Transfer jointly promulgated by the State Council SASAC and the Ministry of Finance stipulates that the transfer of the state-owned property rights of an enterprise shall be openly conducted in the property rights exchange institution established in accordance with the law. The strengthening of the supervision and cultivation of the property rights market by the party and the state is because the construction of the property rights market is of great significance to the economic and social development of our country.
