依法管理干部,既是依法治军的中心环节,也是军队质量建设的中心环节。所谓依法管理干部,从总体上讲,就是要把军队干部队伍建设的各个方面、各项活动都纳入法制化的轨道,依据干部工作的法规制度规范干部管理行为,建立正规完善的军官管理法规体系和法律监督机制。依法管理干部,不仅要在立法上建立完善的军队干部工作法规制度体系,而且要在干部管理的执法、司法、法律监督、法学理论研究以及法规教育等方面进行系统的、全方位的努力。
