After the Sino-Japanese War, the defeated Qing government lost control of the North Korea. The pro-Japanese and pro-Russia groups in the two aristocrats took turns in charge of the government and promoted the emperor of the DPRK (then renamed as “The Great Monarchy”) Li Xi in 1897, and changed the country name to the Korean Empire.
