各州、市、县人民政府,各地区行政公署,省直各委、办、厅、局: 建设温饱试点村,是上海对口帮扶我省文山、红河、思茅三地州22个贫困县探索出来的一种扶贫方式。通过1998年44个温饱试点村的建设实践,证明它确是一种行之有效的扶贫方式,深受农民群众的欢迎。温饱试点村的建设,是落实中央和省关于扶贫到村到户要求的具体体现,也是扶贫工作重创新、重实效的好做法。我们总结温饱试点村建设的经验,一方面是要求三地州22个贫困县巩固成果,再接再厉,进一步搞好今明两年的温饱试点村建设工作;另一方面是通过总结推广这一行之有效的扶贫方式,使之对全省各地起到借鉴和指导作用。省政府领导对建设温饱试点村的做法和经验给予了充分肯定,要求在全省各地推广。现将《上海云南建设温饱试点村的做法和经验》印发给你们,请认真学习推广。
