《中华人民共和国未成年人保护法》和《中华人民共和国预防未成年人犯罪法》(以下简称“两法”)分别于1991年9月4日和1999年6月28日通过,并分别于1992年1月1日和1999年11月1日开始实施。10多年来,中国在贯彻实施“两法”,保护未成年人方面取得了明显的成效。为加强对“两法”实施情况进行监督,更好地保障未成年人的合法权益,2003年7月,全国人大常委会执法检查组对“两法”实施情况进行了检查。8月25日,全同人大常委会副委员长顾秀莲在第十届全国人民代表大会常务委员会第四次会议上就“两法”实施情况作了报告,认为“两法”实施的总体情况是好的,同时也提出了“两法”实施中存在的一些问题和解决的建议。本刊特摘登如下,供研究参考。
The Law of the People’s Republic of China on the Protection of Minors and the Law of the People’s Republic of China on the Prevention of Minors of Crimes (the “Two Laws”) were passed on September 4, 1991 and June 28, 1999, respectively, January 1, 1992 and November 1, 1999 came into operation.
