农村档案工作是一个系统工程,主要应包括:乡镇建档、行政村建档、乡镇企业建档和县、乡、村农业科技档案信息三级网络的建设。当前应把工作重点主要放在村级建档工作上来。注意掌握农村自身特点及文件形成的规律,积极探索既区别于机关、企业建档,又符合农村自身发展规律的新途径。1.调查研究,制定规划。村级建档工作面广、量大,为了保证这项工作的正常开展,经过对全市村级建档工作的基础情况和档案的现状、构成、来源进行调查,从1997年开始,利用3年时间,本着首先易后难、分期分批的原则,制定基本完成全市3531个行政村建档工作规划,使村级建档率达到100%。
