我国《水法》的颁布和实施,对进一步推行改茧,发展生产力,持续稳定地发展国国民经济,以及对我国的法制建设都具有重大而深远的意义。人类的生存和一切生产活动都离不开水,因此,控制和管理水的必要性是显而易见的。问题是采用什么手段来实现上述目的。过去常用的,也是我们比较习惯运用的手段是行政手段,它是通过行政隶属关系,依靠行政命令来左右被管理者的行为。这种行政手段虽对水及管理活动曾起到过有效的作用,但是仅依靠垂直的行政手段已远不能适应目前水事活动跨地区、跨部门、跨行 The promulgation and implementation of the “Water Law” in our country are of great and far-reaching significance for the further implementation of reform and cocoon, the development of productive forces, the sustained and steady development of the national economy as well as the legal construction of our country. It is through administrative subordination, rely on administrative orders to control the behavior of the managers. Although this kind of administrative means has played an effective role in water and management activities, it can not adapt to the current water activities by means of vertical administrative means only.
