随着辽河油田全面深化改革、质量效益发展的逐步深入,对三基工作提出了更高要求,并赋予其更丰富的实践内涵。机关作为承载着上情下达、指挥协调、监督落实等重要责任的中心枢纽,必须积极主动地与基层三基工作有序对接,真正发挥机关的管理、引导、服务职能,更好地指导基层、服务基层开展三基工作。1.在提升带动引领上做文章,强化机关的引领职能。机关是加强和改进三基工作的有力保障者。要使三基工作落到实处,就必须建立主体明确、权责清晰、奖罚分明的责任体系。
