由于缺乏有效的约束机制，大多数地方政府和企业过分强调自身利益，不能认真执行产业政策，导致出现严重的重复建设、产业结构趋同、区际分工弱化等问题。为了解决这些问题，理论界和管理者们已开始探索提高产业政策实施效果的途径，但由于缺乏有效的方法论指导和技术手段支持，目前的研究还主要集中在对问题的定性描述上。拟在文献分析的基础上，借鉴管理学的过程控制思想，从评估机理构建方面，探索改善产业政策实施效果的途径。
Due to the lack of an effective restraint mechanism, most local governments and enterprises over-emphasize their own interests and can not conscientiously implement industrial policies, resulting in serious duplication of construction, convergence of industrial structure and weakening of the division of labor in different regions. In order to solve these problems, theorists and managers have started to explore ways to improve the effect of industrial policies. However, due to the lack of effective methodological guidance and technical support, the current research mainly focuses on the qualitative description of the problems. On the basis of the literature analysis, we draw lessons from the process control thought of management science and explore ways to improve the implementation effect of industrial policy from the aspect of evaluation mechanism construction.
