我国人质危机现场处置经历了强制处置模式、谈判介入模式和双线发展模式三个发展阶段,目前主要存在三方面的问题:一是缺乏规范的现场处置程序,二是谈判手段相当薄弱,三是谈判与攻击相对割裂,妨碍两种处置手段充分发挥作用。只有尽快建立规范现场处置模式,提升专业队伍的专业能力,以及实现指挥团队化,才能够化解这些问题。但目前相关理论研究针对性不强,难以直接形成推动力,改变现实工作中的问题。后续研究可以从三方面展开:以事件处置流程为基本线索展开纵向研究,以各专业工作内容为基础展开横向研究,以及结合现场处置模式展开配套的训练方法研究。
At the three development stages of mandatory disposal mode, negotiation intervention mode and two-lane development mode, the disposal of the hostage crisis in our country has mainly three problems at present: one is the lack of standardized on-site disposal procedures; the other is that the negotiation means are rather weak; the third is The relative fragmentation of negotiations and attacks hindered the full realization of the two approaches. Only by establishing a standardized on-site disposal model as soon as possible to enhance the professional competence of the professional team and achieve command teamwork can these problems be resolved. However, at present the related theoretical research is not targeted, it is difficult to directly form a driving force to change the problems in the real work. Follow-up studies can be carried out from three aspects: longitudinal analysis of the incident handling process as the basic clues, horizontal research based on the content of each professional work, and the study of training methods combined with on-site disposal mode.
