产权市场的功能性目标,从近期来讲,主要是为加快调整国有经济布局和结构、完善国有资本合理流动机制、促进国有产权有序流转这一战略目标服务。远期目标,是要将产权市场发展成为我国多层次资本市场体系中必不可少的一个部分,为各类投资人服务,特别是为中小企业服务。当前,产权市场的交易方式、生存手段都围绕服务国有产权转让的目的确定。如何进一步发挥这个市场的作用,我认为必须解决好三个问题:一是实现国有产权全部进场交易;二是保证市场交易过程的公开透明;三是提高市场资源配置的效能。《企业国有产权转让管理暂行办法》的出台,为前两个问题的解决奠定了基础,各地只要严
In the near future, the functional goals of the property market mainly serve the strategic goal of accelerating the adjustment of the layout and structure of the state-owned economy, improving the rational flow of state-owned capital and promoting the orderly transfer of state-owned property. The long-term goal is to develop the property market into an indispensable part of China’s multi-level capital market system, to serve all kinds of investors, especially for small and medium-sized enterprises. At present, the means of trading and the means of subsistence in the property rights market are determined around the purpose of serving the transfer of state-owned property rights.
