The International Trade in Services (IN TERNATIAL SECVICE-TRADE) is a new international trade content that rose rapidly after the Second World War with the development of science and technology and the rising proportion of the third industry in the world economic structure. In the Uruguay Round negotiations, as a major new topic, it was highly concerned by the international economic and trade circles. As we all know, the internationalization of capital, the rapid development of transnational corporations, and the accelerating progression of industrial structure are the direct reasons for the promotion of international trade in services. The UN’s special reports for the past years all believe that the emergence of international trade in services stems from the flow of one of the following three items across the border: 1.
