针对应急决策时间紧迫的特点,提出一种基于退出-委托动态冲突消解机制的应急大群体决策方法.首先,对决策群体进行偏好聚类,对群体冲突进行测度并判断冲突程度的高低,在冲突程度过高的情况下进行消解;然后,在决策过程中建立退出机制,使与群体偏好冲突较大的聚集退出决策过程,利用委托机制使退出决策过程的聚集对后续决策过程仍有影响并通过反馈机制对冲突进行消解.算例分析验证了所提出方法的合理性和可行性.
Aiming at the urgency of emergency decision-making, this paper proposes a method of emergency large-group decision-making based on the exiting-delegating dynamic conflict resolution mechanism.Firstly, the decision-making groups are clustered by preference, the group conflict is measured and the level of conflict is determined, Then, in the decision-making process to establish an exit mechanism, so that the conflict with a larger group of congregation exit the decision-making process, the use of delegation mechanism to exit the decision-making process of the aggregation of the decision-making process still affect the follow-up Feedback mechanism to resolve the conflict.An example analysis shows that the proposed method is reasonable and feasible.
