当前,政府利用财政结余资金推行积极的创新引导政策将对科技创新发挥重要的作用,创新财政资金有效地投入结构和方式可以充分发挥财政资金的引导作用和杠杆作用,提升创新效果。因此,以整合财政结余资金为契机,从提高资金使用效率角度出发,剖析了当前中国创新体系的不足之处,最后提出了相应的改进对策。
At present, the government’s use of financial surplus funds to promote positive innovation and guiding policies will play an important role in scientific and technological innovation. Innovative innovation in the structure of financial funds and investment can give full play to the guidance and leverage of financial resources and enhance the effectiveness of innovation. Therefore, taking the opportunity of consolidating the financial surplus funds as an opportunity, this paper analyzes the shortcomings of the current Chinese innovation system from the perspective of improving the efficiency of capital utilization, and finally puts forward corresponding improvement measures.
