政府文化体育与传媒支出是政府财政支出的一部分,理论上将通过居民收入水平、消费心理和政策环境等途径影响到居民的8大消费项目支出,并产生挤出效应或挤入效应。应用面板模型检验后发现:文化体育与传媒支出对城镇居民家庭设备支出与交通通信支出均存在挤出效应,文化体育与传媒支出偏好每增加1%,将导致城镇居民在家庭设备支出上减少0.236%;在家庭设备支出上减少0.578%。藉此,有必要采取如下政策措施:第一,有效提高政府文化体育与传媒支出偏好;第二,出台文化体育与传媒支出相关的配套政策与制度;第三,构建文化体育与传媒支出的信息传递与共享平台。
Expenditure on government culture, sports and media is part of the government’s fiscal expenditure. In theory, it will affect residents’ spending on the eight major consumer items through incomes, consumer psychology and policy environment, and will have crowding-out effects or crowding-in effects. The application of the panel model test found that: cultural, sports and media expenditures on household expenditure on household devices and traffic and communications expenditures are crowding out effects, culture and sports spending per 1% increase in spending preferences, will lead to urban residents in household equipment spending decreased by 0.236 %; 0.578% decrease in household equipment spending. Therefore, it is necessary to adopt the following policies and measures: first, to effectively increase government spending on cultural, sports and media preferences; second, the introduction of supporting policies and institutions related to cultural and sports and media expenditures; and third, information on spending on cultural, sports and media Delivery and sharing platform.
