教育部部长周济2004年6月6日在陕西考察职业教育工作时说,“职业教育是我国社会主义现代化教育体系的重要组成部分,发展职业教育必须坚定不移地以服务为宗旨、以就业为导向,在办学思路、办学体制和机制以及人才培养模式等方面进行改革创新。要大力加强德育和思想政治教育,提高学生的思想素质和职业道德修养;要高度重视实践教学环节,加强实训基地建设,注重学生动手能力的培养,不断提高职业教育的人才培养质量”。
