这个“初步总结”是水利电力部指定北京勘测设计院负责编写的。1962年6月间,水利电力部技术委员会邀请少数省厅和在京单位同志进行了讨论研究,北京勘测设计院根据大家的意见又作了修改和补充。这个总结概括了几年来在喀斯特地区修建中小型水库的主要经验和教训。但是,由于系统的纪实资料很少,总结、分析和理论研究都受到了很大的限制,特别是喀斯特地区工程地质和水文地质条件复杂,而过去对勘探工作注意不够,规律还没有摸透,因而有的水库不能正常蓄水兴利,有的水库还存在不安全的问题,有的还需要经过较长时间的考验才能下结论。这次初步总结的经验,尚不够成熟,还有待于今后各地在勘察、设计、施工、管理方面,更多地搜集资料,进一步充实提高。
This “preliminary conclusion” is written by the Ministry of Water Conservancy and Design Beijing Survey and Design Institute responsible for the preparation. However, the exploration work was not paid enough attention in the past, Therefore, some reservoirs can not normally build up water and interest, and some reservoirs still have unsafe problems. Some still need to pass a long period of tests before they can reach a conclusion. The initial summary of the experience is not yet mature enough, but also in future all over the survey, design, construction, management, to collect more information to further enrich and improve.
