在新形势下继续推进生态省建设,其根本出路在于发展循环经济。循环经济的实现,需要在三个层面上努力:在企业层面上推进清洁生产,在区域层面上通过建立循环型生态工业园区形成工业共生关系,在社会层面上使物质和能量尽可能实现良性循环。用循环经济理念打造工业园区,是各级政府推进循环经济发展的主要着力点。通过循环型工业园区的创建,将循环经济理念贯穿到区域发展、城乡建设和产品生产中,使资源得到有效利用,使经济发展更具活力,从而推动生态省建设目标的实现。推进循环型工业园区建设要从四方面着手:
