90年代后期，我国初步实施了运价报备制度。作为航运政策的一种重要手段，运价报备制度的实施必须充分符合中国特色，同时必须顺应航运一体化的发展要求。我国即将加入WTO，将实施GATS条款，因此我国的航运政策体系也应与国际航运惯例相吻合，才能真正促进我国国际航运的发展。
In the late 1990s, China initially implemented a tariff reporting system. As an important means of shipping policy, the implementation of the tariff reporting system must fully comply with the Chinese characteristics and must conform to the requirements of the development of shipping integration. China will soon join the WTO, will implement the GATS provisions, so China’s shipping policy system should also be consistent with international shipping practices, in order to truly promote the development of China’s international shipping.
